The European Union is preparing a fast-track antitrust assessment for a major satellite joint venture between Leonardo SpA, Airbus SE, and Thales SA, according to a report by Investing.com. Positioned as Europe’s strategic response to the market dominance of Elon Musk’s SpaceX, the initiative seeks to consolidate regional industrial capacity and reduce European dependence on American space tech and satellite providers.

Codenamed Project Bromo, the proposed venture has undergone nearly a year of informal discussions between European regulators and the involved corporate partners. These pre-notification talks focus on identifying potential competitive bottlenecks before the parties submit a formal filing, which EU officials expect to receive in the coming weeks. If pre-negotiated remedies such as targeted asset sales prove satisfactory, regulators could clear the transaction following a Phase 1 review lasting just over a month. Should significant market concentration issues persist, the Commission could trigger an in-depth, multi-month investigation.

The project represents a crucial test case for the European Commission’s revised approach to merger control, which aims to foster regional industrial “champions” capable of competing against aggressive foreign rivals from the United States and China. European Commission President Ursula von der Leyen has praised Project Bromo as a model for regional leadership in the evolving space economy. However, Competition Commissioner Teresa Ribera emphasized that high-level political backing does not guarantee automatic regulatory clearance.

Despite political support, Project Bromo faces domestic headwinds. Labor unions and smaller local suppliers have expressed serious reservations regarding workforce adjustments, potential job cuts, and diminished domestic market rivalry. Political pushback has also emerged within the European Parliament over the balance of state influence and market concentration.

If cleared, the venture would form a consolidated European satellite power, pooling industrial resources across France, Italy, and broader European supply chains. By streamlining the merger review process, EU regulators hope to help European space infrastructure scale rapidly while maintaining oversight of internal market dynamics.
