Türkiye Opens Investigation into Cosmetics Sector Companies

The Turkish Competition Board has launched a formal investigation into a group of companies operating in the cosmetics and dermocosmetics sector: Carex Bitkisel Ürünler ve Kozmetik Sanayi Ticaret AŞ, Farma Plus İlaç Bant Sağlık ve Kozmetik Ürünleri Sanayi Ticaret Ltd. Şti., and Digital Farma İlaç Sanayi ve Ticaret Ltd. Şti.

The investigation follows a preliminary inquiry into allegations that these companies may have engaged in practices prohibited under Article 4 of the Act No. 4054 on the Protection of Competition, including interfering with resale prices and limiting online sales channels.

Decision to Proceed to Full Investigation
The preliminary inquiry, carried out under a Competition Board decision dated 6 November 2025, gathered sufficient evidence to justify a full investigation. On 18 December 2025, the Board reviewed the findings and formally decided to proceed, under decision number 25-48/1164-M.

Background in the Cosmetics Sector
The Competition Authority noted that the cosmetics sector has seen significant enforcement activity in recent years. Investigations in 2022, 2023, and 2024 have often focused on restrictions affecting online marketplace sales and practices influencing resale prices, with administrative fines imposed in several cases.
