Slovakia Opens Merger Review in Passenger Vehicle Leasing Market

The Antimonopoly Office of the Slovak Republic (AMO) has initiated administrative proceedings to assess a proposed concentration in the market for the rental and leasing of passenger vehicles. The proceedings were formally opened on 17 December 2025.

The transaction under review involves the acquisition of exclusive control by ČSOB Leasing, a.s., based in Bratislava, over BUSINESS LEASE SLOVAKIA s.r.o., also based in Bratislava. In parallel, ČSOB Leasing, a.s., headquartered in Prague, Czech Republic, seeks to acquire exclusive control over BUSINESS LEASE s.r.o., Prague. ČSOB Leasing forms part of the KBC Group NV, a Belgian-based international financial services group.

The concentration falls within NACE sector N.77.11, which covers the renting and leasing of cars and light motor vehicles. The AMO will assess whether the proposed transaction could significantly impede effective competition in the relevant market in Slovakia.

In line with Slovak merger control rules, the AMO has invited third parties, including both natural and legal persons, to submit comments, objections, or relevant information concerning the notified concentration. The authority has encouraged stakeholders to provide input as promptly as possible, ideally within one week of publication, to enable consideration of third-party observations during the first phase of the merger review and within the applicable statutory deadlines.
