Ireland’s Competition and Consumer Protection Commission (CCPC) has officially launched a comprehensive market study into the country’s retail pharmacy sector. As a critical pillar of national healthcare, community pharmacies serve over two million consumers every single week. This massive footprint has prompted the watchdog to take a closer look at how the market is functioning for everyday citizens, spurred by a combination of consumer complaints, preliminary research, and recent market developments.
The primary objective of the study is to evaluate the overall consumer experience and analyze the competitive dynamics that drive pharmacies to win business. Investigators will focus heavily on the supply of both prescription medications and over-the-counter products to end users. Depending on the evidence gathered during the initial phases, the CCPC may also expand its scope to review essential pharmacy-led services such as consultations and vaccination programs.
To properly assess the health of the retail pharmacy market, the CCPC has outlined several core areas of focus. Regulators will closely examine price transparency and the ease with which consumers can switch between different service providers. The study will also dissect existing regulatory frameworks to ensure they do not inadvertently stifle market entry or expansion, while tracking broader competition trends across the industry. Ultimately, the commission aims to publish a series of formal recommendations designed to boost market competition and improve tangible consumer outcomes.
The watchdog is actively calling on the public and industry insiders to help shape the direction of the inquiry. Geoffrey Gray, a member of the Commission, emphasized that because retail pharmacies play such a vital role in delivering essential medicines, it is absolutely critical that the market works efficiently. Gray stated that the commission wants to hear directly from consumers, pharmacy owners, pharmacists, public bodies, regulators, and representative groups to capture a complete picture of the market’s current state.
To guide this collaborative effort, the CCPC has released an official Statement of Scope detailing its methodology and specific areas of focus. This document includes a targeted list of questions aimed at industry stakeholders. Individuals and organizations wishing to submit their views, data, or personal experiences have until July 9, 2026, to send their responses to the commission.
