EU Opens Investigation Into Goldwind’s Activities in Wind Sector

The European Commission has launched an in-depth investigation under the Foreign Subsidies Regulation (FSR) to examine the activities of Goldwind Science & Technology Co., Ltd. in the production and sale of wind turbines and related services within the European Union. The Commission has preliminary concerns that Goldwind, headquartered in the People’s Republic of China, may have received foreign subsidies that could distort competition in the EU internal market.

Goldwind is active in wind turbine manufacturing, research and development, sales, and servicing, and operates in the EU through subsidiaries including Vensys. The investigation was initiated ex officio in April 2024, following requests for information sent to several companies operating in the EU wind sector. Based on this preliminary review, the Commission has identified indications that Goldwind may have been granted foreign subsidies, including grants, preferential tax measures, and preferential financing in the form of loans. These subsidies could improve Goldwind’s competitive position within the EU internal market and negatively affect competition in the supply of wind turbines and related services.

The opening of an in-depth investigation does not prejudge the outcome. The Commission will assess whether the preliminary findings are confirmed and determine the appropriate course of action. The FSR, which came into force on 13 July 2023, allows the Commission to address distortions caused by foreign subsidies while maintaining openness to trade and investment. At the conclusion of an in-depth investigation, the Commission may accept commitments from the company if they fully remedy the distortion, impose redressive measures, or issue a no-objection decision. This investigation into Goldwind represents one of the first applications of the FSR in the EU wind sector and reflects the EU’s commitment to ensuring a level playing field for all companies operating in its internal market.
