Slovenia Publishes Market Study on Digital Food Delivery Platforms

The Public Agency of the Republic of Slovenia for the Protection of Competition (AVK) published a research report examining the food delivery market via digital platforms in Slovenia.

The study highlights the sustained expansion of the sector in recent years, with particularly strong growth following the COVID-19 pandemic. According to the Agency, consumer demand for app-based food delivery services has continued to increase, reinforcing the importance of digital intermediation in the restaurant sector.

Market Structure and Platform Dependence

During the period under review, most food service providers cooperated simultaneously with the two main platforms active in Slovenia: Wolt and Glovo. However, following Glovo’s withdrawal from the Slovenian market, restaurants were left with significantly fewer alternatives.

The report indicates that after Glovo’s exit, many food providers were effectively compelled to cooperate exclusively with Wolt in order to maintain their presence in the online delivery segment. This development has altered the competitive landscape and may have implications for platform bargaining power, commission levels, and market dynamics.

The AVK notes that the market’s growth accelerated during and after the coronavirus epidemic, reflecting changes in consumer habits and increased reliance on digital services. The structural shift toward platform-based intermediation appears to be durable, with food delivery increasingly embedded in everyday consumption patterns.
