Türkiye Probes Haribo Over Alleged Market Exclusion Practices

Turkish competition authority has launched a formal investigation into Haribo, focusing on whether the global candy maker abused its dominant position in the country’s soft candy market to exclude competitors.

The probe follows a preliminary inquiry that uncovered what regulators described as “serious and sufficient findings” suggesting that the company may have engaged in practices restricting competition. The decision to open a full investigation was adopted by the Competition Board on March 5, 2026.

At the center of the case are allegations that Haribo, a leading brand in the soft candy segment with a high market share in Türkiye, may have implemented strategies designed to push rival products out of retail outlets. Investigators are examining whether competing products or branded display stands were removed from points of sale, and whether shelf space and in-store placement were systematically arranged in favor of Haribo products.

The authority is also investigating whether retailers were offered incentives—such as discounts, financial support, or free goods—in exchange for limiting or excluding competing brands. Another key concern is whether Haribo secured prominent placement in high-visibility areas, such as checkout counters, effectively sidelining rivals and influencing consumer choice.

In addition, the investigation will assess claims that discount schemes or bonus arrangements were used to encourage exclusivity, with the aim of ensuring that Haribo products were sold without direct competition in certain retail locations. Authorities are also looking into whether the company interfered with resale pricing practices.

The case has been opened under Articles 4 and 6 of Türkiye’s competition law, which prohibit anti-competitive agreements and the abuse of a dominant market position. While the launch of an investigation does not imply wrongdoing, it signals that the authority considers the concerns substantial enough to warrant a detailed examination.

Haribo operates in Türkiye through its local entity, Haribo Confectionery Sanayi ve Ticaret Ltd. Şti., and remains one of the most recognizable brands in the country’s confectionery sector.
