Federal Trade Commission (FTC) Chairman Andrew N. Ferguson has announced the appointment of key personnel to lead critical divisions of the agency.
These appointments include David Shaw as Principal Deputy Director and Kelse Moen as Deputy Director of the Bureau of Competition, along with Douglas C. Geho as Deputy Director of the Bureau of Consumer Protection. Additionally, Daniel Guarnera has been named Director of the Bureau of Competition, and Lucas Croslow has been appointed General Counsel of the FTC.
Appointments to the Bureau of Competition
David Shaw brings extensive experience in antitrust law, high-stakes litigation, and merger reviews. During the first Trump Administration, he served in various capacities within the Department of Justice’s (DOJ) Antitrust Division, including as acting chief of staff. His work included involvement in the first litigated vertical merger challenge in four decades and leadership roles in investigations targeting Big Tech. Prior to joining the FTC, Shaw was a partner in an international law firm’s antitrust practice. He holds a J.D. from Georgetown University Law Center and a B.A. from Patrick Henry College.
Kelse Moen, an experienced antitrust attorney, has worked in both government and private practice. Prior to his appointment, he served as senior counsel to the U.S. Senate Judiciary Committee for Senator Lindsey Graham, focusing on antitrust, technology, and intellectual property issues. Moen’s career includes nearly a decade at major international law firms, where he represented clients in government investigations, litigation, and merger reviews. He is a graduate of Emory University and Cornell Law School.
Daniel Guarnera has been named Director of the Bureau of Competition. Guarnera previously served as Chief of the Civil Conduct Task Force at the DOJ’s Antitrust Division, where he played a pivotal role in monopolization suits against Google and Apple, as well as cases concerning agriculture and labor markets. He has also worked on high-profile antitrust matters across various industries, including healthcare and technology. A former special counsel to the U.S. Senate Judiciary Committee, Guarnera holds degrees from American University and the University of Virginia. His appointment was unanimously approved by a 4-0 Commission vote.
Appointment to the Bureau of Consumer Protection
Douglas C. Geho, an accomplished attorney with significant enforcement and regulatory experience, has been named Deputy Director of the Bureau of Consumer Protection. His previous roles include serving as Counsel and Policy Advisor at the Department of Labor and working on legislative and investigative efforts for both the House Judiciary Committee and the Senate Committee on Homeland Security and Governmental Affairs. Most recently, he served as Attorney Advisor to FTC Commissioner Melissa Holyoak, handling consumer protection matters. Geho is a graduate of Georgetown University Law School and Grove City College.
Appointment of FTC General Counsel
Lucas Croslow has been appointed as General Counsel of the FTC. Croslow previously served as Deputy Solicitor General of Virginia, where he worked on cases challenging regulatory overreach and defending constitutional rights. His career also includes roles as a senior Senate staffer during the confirmations of Supreme Court Justices Brett Kavanaugh and Amy Coney Barrett. In private practice, Croslow represented clients in high-profile trials, appeals, and federal investigations. A graduate of Yale Law School and The King’s College, he clerked for Judge Karen L. Henderson on the U.S. Court of Appeals for the D.C. Circuit.
