The Finnish Competition and Consumer Authority (FCCA) has carried out a new round of inspections as part of its ongoing investigation into the asphalt market, the authority announced on 10 November 2025. The latest inspections follow earlier raids conducted earlier this year at the premises of several companies active in the sector and at the homes of certain private individuals.
According to the FCCA, the purpose of these investigative measures is to determine whether the companies involved have engaged in prohibited cooperation, potentially forming a geographically and economically extensive cartel. Such conduct, if confirmed, would constitute a serious restriction of competition under Finnish and EU competition law.
The authority noted that inspections under the Competition Act are investigative tools and do not in themselves indicate that any company has violated the law. “An inspection does not prove that the business operator subject to it is guilty of unlawful conduct,” the FCCA noted in its release.
The FCCA will issue a decision on the legality of the companies’ practices after completing its inspections and other investigative steps. In line with standard procedure, the authority will not comment further while the investigation remains ongoing.
The FCCA also reminded the public that it continues to accept information and tips related to this case and other suspected restrictions of competition through its online contact form, which allows for anonymous submissions.
